JobsPlus is an innovative incentive for employers which was introduced by the Department of Social Protection from July 1st 2013.
The aim of the scheme is to reward employers who provide full-time employment opportunities to people who have been unemployed for more than 12 months.
There are 2 levels of payment:
€7,500 over 2 years to an employer for each person recruited who has been unemployed for more than 12 but less than 24 months.
€10,000 over 2 years to an employer for each person recruited who has been unemployed for more than 24 months.
The incentive is payable monthly in arrears by Electronic Funds Transfer (EFT) and is not considered as revenue or income for income tax or corporation tax purposes.
Employment under this incentive cannot be used to displace existing employees or to offer additional working hours to employees who are on short-time or reduced hours. The positions have to be for at least 30 hours per week spanning at least 4 days per week.
Employers must be registered with the Revenue Commissioners as a PAYE employer and must be fully tax compliant with an up-to-date Tax Clearance Certificate
The incentive is open to all employers in the private (including commercial semi-state), community, not-for-profit and voluntary sectors.
Employers log on to www.jobsplus.ie and complete an online application form. Once eligibility and tax compliance is confirmed, they can then proceed with the recruitment.
Eligible employees are those who have been in receipt of a jobseekers payment (jobseekers assistance or jobseekers benefit) from the Department of Social Protection for at least 12 months. One Parent Family Payment and Disability Allowance recipients are not eligible for the scheme. When candidates are shortlisted, they should log on to www.jobsplus.ie to determine their eligibility. The Department will then process the application and revert with a 2 part JP1 form which confirms eligibility and the rate of payment for a prospective employer.
